Green Living Nyc becoming a in state resident in NYC?

Question by : becoming a in state resident in NYC?
Hi my father won a visa and later a green card from dv lottery and because i am under 21 i can have a visa and a green card i will go to nyc to study computer science how can i become a IN state resident if my father waits only to get the green card and then leaves so i will be alone do i need to work to become in state resident or if i attend to a college after one year i will become in state resident . I am asking all this questions because tuition fees are lower for in state residents
yes i know that the green card expires after 12 months but can i apply to a college as an out of state resident and pay +-12k and then after one year pay the tuition fees as a in state resident or if i apply as an out of state resident the first year for the rest 3 years i have to pay +-12K no matter if i become an in state residet ?

You have to live in the state of New York. Rent an apartment and show them the proof of residence.
